As most of you know, USCIS announced that they would start H1B FY 2024 season in March 2023 and many employers are already rushing to file the H1B registrations as well for this year quota. Recently, US Dept of Labor released the public disclosure data for H1B LCA and PERM data related to Green Cards for Q1, FY 2023.
We have loaded the latest data to our H1B Sponsors database, including the PERM data. In this article, we will cover the key insights from the data and top employers as well.

88K LCAs filed in Q1 FY 2023, 21% Drop in H1B LCAs
During the last year for FY 2022, in Q1 there were 112,409 H1B LCAs that were filed with US Dept of Labor. If we compare that with the current FY 2023, Q1 data, there is a huge drop of 21% in the H1B LCA filings.
Same time, last year, we reported that there was a 45.4% increase in H1B LCAs. With the drop of 21% in LCAs compared to last year, it is a clear indication of the layoffs in the tech sector from late last year and why many are not getting tech jobs.
Below are the total counts of LCAs (includes H1B, H1B1 & E3) that were filed with DOL so far this fiscal year 2023.

41K PERM Labor Certs filed in Q1 FY 2023, Increase of 22.2% Applications
If we look at the Green Card related PERM Labor Certification filings, they were 33,413 in Q1 2022, now for FY 2023, they stand at 40,826 and are up by 22.2%
It is very interesting trend to see that the H1B LCAs have decreased, but the PERM filings have increased. It could be that the wage determinations were done earlier in the year and many employers already committed to the Green Card Process. So, they could not turn them back and probably went ahead. That is what we can assume. We may see this trend reverse in the next quarter as economy is not great and many jobs are lost.
